Not "UNBELIEVABLE!" The guards are "IGNORING" the rules and allowing the tourists to do the same! It's quite pathetic really.
They keep ignoring the rules because they are allowed to. Simple as that.

My belief is they don't care about being told off they get the picture and a story to tell
Why do the guards keep looking around instead of looking at the people?

Why are the Guards not doing their job? They may need to be replaced with new guard who would do the job
Either enforce the rules or don't have rules- one or the other!
These Guards "lack" the 'courage' to shout at the tourists.

Why is this guard letting people cross the lines?
crossing the lines is not the problem, it's the ones who stop inside the box.
