Is a vessel that is being towed considered 'underway'? Even though they do not fit the definition of 'underway' (anchored, fixed to ashore, or aground).
What would a vessel being towed be considered?? Underway, not making way? NUC?
I love your videos; they are helping immensely with my study for 3rd Mate 500 Ton license.
    Thanks.

This is an interesting question. I would consider it to be a vessel under way and say that it does for the definition of both vessel and underway. Whether it is making way or not would depend on the tug it is attached to.
What are your thoughts? I've never been asked this question before.
