interesting how the shark was looking to cut him off using the angle rather than going after him straight flat out in a charge type of way
to me... the shark is playing the long game, sneakily trying to drift in upon (but ahead) of the guy, constantly adjusting itself to keep that element of surprise even using waves as the time to move directly towards him, without using excessive energy or cause disturbance in the water where any thrashing could alert the target of its presence
wen the guy started paddling towards the shark it couldn't believe it's luck, then as the guy caught the wave the shark knew it had missed the chance of an easy meal

Yes it's all interesting to watch. It does look like the shark tries to prevent a shallow/beach retreat. I've seen this behaviour with dolphins where they try to come in from the shallows by catching a wave and attacking towards the deep. I think the paddling towards the shark may have put the shark off further but I think by that stage it had realised the surfer wasn't a prey item
