Yes this is the best but i would recommend if you get Roland XP60 which is the superb arranger. And nowadays XPS10 also is the good one. This is the workstation so the quality is awesome. And this is the good choice

This is a basic arranger so there are lots of things that are unavailable but this is good for beginners as it has great inbuilt speakers which produce good quality sound. You have to use up and down to adjust the tempo in meterronome.
