I wonder if they decided to make him sexy because the voice actor is popular and anime fans tend to prefer shows where their favorite actors voice pretty characters over ugly ones. Also the actor is famous for voicing some funny characters like Osomatsu from Osomatsu San (which is not a sexy character itself, but had an idol version on the first episode to reel fans but ironically in the end the normal version of the sextuplets get lusted more by fans).
I find his personality sexy. Not the bad things he does, or the development he receives over consulting these bad things, but the writing itself. ONE is a mastermind, and not a single character of his is left underdeveloped, or boring, or plain. Everyone has their own in depth story, and Reigen's is super popular and attractive because it's relatable. He's a real guy, no powers, no crazy philosophy, just an ordinary business man. Devil in a Sunday hat. Any person can find him potentially relatable because he was written specifically to be 'the ordinary one.' (Though, being 'ordinary' in the circumstances of the series makes him unordinary.) We're all ordinary. We make bad choices for our benefit, we do stupid things for publicity, we're bullied on the internet, we take care of people, and in return we're taken care of. We envy, we lie, we cheat, we scam, we take unrecoverable blows, and we get help we don't deserve. In any possible situation of our lives, there's a 'bigger picture' to look at. But we don't, and we focus on the smaller, unimportant things that bother us personally, like the greed-driven monsters we are. That's why I think Reigen is so attractive. He encompasses the essence of what it means to be a real, functional adult in our world. We can all learn from a character like that, and we do. That's the beauty of it. Also he has a peachy ass.
