If this doesnt work but you have a cursor on the screen click Ctrl+shift+esc. It opens task manager so then you can click file in top corner, click run task and type explorer.exe

In cmd as admin, run
DISM /online /cleanup-image /restorehealth
then
sfc /scannow
then restart your computer and try again.
