Well first of all Goku got a zenkai boost due to healing from Being damaged restored back to normal for a chance against Kid Buu. And it was stated by supreme Kai and the creators that a kid Buu is the strongest. People also forget about the spirit bomb Kid Buu endured and threw back at Goku from the most powerful fighters in the universe and many more other beings power. It really means something for Goku’s power having to be back to normal to beat him after all the energy that was stored into that spirit bomb anyway.

And he was getting out classed by super buu as SSJ3, so much he needed to fuze, even with the zenkai boost it would not have been near enough for kid buu if he was the strongest buu...
