Yes, you can use resutoran DE rokuji NI sushi O tabemasuas, in that order. As long as you anchor the subject and verb down in the beginning and the end of the sentence, respectively, you can scramble place, time, and object in any more. However, it is still the most natural way to put subject, time, place, (object), verb in that order from listening to native speakers speaking and from polling them.
