    Is this also the reason, why mongolia could have infringed international law bc they didn't arrest Putin, even though russia withdraw its signature from the rome statute?

      Not quite. The reason Mongolia have *definitely* infringed international law is because they are a party to the Rome Statute. Under the Rome Statute, they are obligated to hand over suspects who have warrants for their arrest. The ICC has jurisdiction over Putin because of the alleged violations of International Criminal Law in Ukraine.
