The tune is indeed partly by Gene Austin, but the co-composer (maybe the composer if Austin wrote the lyrics) is none other than James P. Johnson. The entry in the Copyright Catalog says: "Mister Deep Blue Sea, from Klondike Annie, w[ords] and m[usic] Gene Austin and Jimmie Johnson; with ukelele and guit. arr. (c) Feb. 21, 1936, E pub 54169, Paramount productions music corp., New York". Although that means it was published, I've yet to see an original sheet of the publication. (Nor a copy, for that matter.)
Victor Young and Gene Austin are the only two people who are credited for the soundtrack of the film Klondike Annie. They probably paid some poor Delta Blues guitarist next to nothing and took all the credit, as per the common practice back in those days. 😣
