I've seen this movie (in real life) more times than I can count on two hands. Smart money knows that they conclude something other than what the government wants to conclude, at their own peril. Just ask the bloke who prepared the initial heritage assessment of the Powerhouse Museum in Ultimo, whose contract was ended after he'd delivered the draft of his report to the government, but before they received the final version of it. (Spoiler you can probably guess: It concluded that the parts of the building the government wanted to tear down to put up something that looks like a 1970s classroom building from America, had heritage value and should be preserved.) They actually replaced his firm with another that concluded (surprise) that the parts the government wanted to tear down had no heritage value.

It's not so much that this is an issue, its endemic to our species. We used to be tribal gatherers; we don't have the selection pressures or history to consistently care about accurate 3rd party anything. The fact we have done THIS well as a species is a testament to our ingenuity and ability to adapt to our terrible shortcomings. I don't think it is sustainable, long term, but it's truly remarkable how far we came.

@@steelbear2063 there's a concept called the great filter. the argument goes that we should have seen by now countless other civilizations out there in space with visible technology that surpasses our own. Why haven't we seen any? Is life so hard to make or is life so often geared towards its own self destructions before they reach beyond the bounds of their home planet?
We don't technically know the answer to this, but you could infer that issues like climate change, rampant diseases that the majority of the species it affects balks at addressing properly due to it inconveniencing their lives, etc suggest that it is most likely the latter reason, not the former.

Why? They are not the problem. The problem is that governments never want to take responsibility for decisions, so they hire consultants to give them the answer they want, then if anything goes wrong the government can say "don't blame us, we acted on the advice of third party experts". The joke in this episode was on Tony for being so naive as to think otherwise.

basically govt is trying to build a project, lets say a highway for lets say 10 billion dollars. but you know that govt always goes over budget, so to improve how govt functions, there might be a congress resolution that before govt can start any project, they should get independent resolution to first make sure that independent experts that govt doesn't control assess the viability of the project
but in reality, govt is a client to the consultancy that is tasked to be the independent experts. and consultancies don't want to disappoint clients, they really don't care about the customers, they care about clients. so the will tweak the fuck of numbers so that it looks very legitimate to conclude that project is 100% viable
same stuff happens in corporate sector as well, lets say a client wants to build a product and the consultancy client hired says the customers don't care about their product, the client will imediately fire that consultancy and get another one who says it can.
