No. The Guard Cancel Roll has full invincibility all the way through. It cannot be thrown in the middle and cannot be punished at the end.
am i timing it incorrectly or is the connecting specials from the CD hit not possible anymore?
It's never been possible on normal hit (until KoF 14). You can land specials on counter hit CD, though

At the end of a guard cancel roll can you be thrown like you can after doing a quickrise roll? Or do you have a period of throw invulnerability?
