It's because Arcanine is a result of Gen 1 balance philosophy. A lot of pokemon had mediocre individual stats because their BST was split pretty evenly across all stats to make them "well-rounded". Arcanine was the "legendary" version of this design philosophy. "Instead of making a pokemon get base 70-80 in every stat, what if we gave it base 90-100 in every stat?" This is reinforced by gen 1 and 2 EV systems, where every stat can have 252 EVs instead of only being able to put 252 EVs in two stats. A lot of people compare gen 5 to gen 1, since they have their own version of Machamp in Conkeldurr, their own version of Golem in Gigalith, and their own version of Arcanine in Darmanitan. Also the regional dex consisting solely of Unovan mons, the same way Kanto consisted of solely Kanto mons. But Gen 5 has a very different balance philosophy to gen 1, which makes a lot gen 5 pokemon just direct upgrades to their gen 1 inspirations. Their stats are min-maxed as fuck. If you have 550 stat points to split between all 6 stats, a gen 1 pokemon will get about 92 points in each stat. A gen 5 pokemon will get 150 in attack, 150 in speed, 40 in Sp. Atk, and the last 210 will be split evenly into its defenses and HP, for 70 in each. The gen 1 mon is easily overlooked as an offensive threat because its 92 speed gets outsped often, and its 92 offenses don't hit hard enough. It switches in easily with 92 HP and defenses, but switching in a lot just to do nothing isn't a desirable trait. And there's likely a gen 5 pokemon, who, with the same 550 BST, has 130 HP, 90 Atk, 110 Def, 45 Sp. Atk, 75 Sp. Def, and 100 speed. It hits harder than the gen 1 pokemon, its more defensive, and its even faster. All because it doesn't have a useless offense stat sucking up a chunk of the BST distribution. If Arcanine dropped its 100 Sp. Atk to something like 55, it could use those 45 stat points and split them between speed and attack. Imagine if Arcanine had 130 attack and 120 speed (previously 110 attack and 95 speed). For reference, Weavile has 120 attack and 125 speed. Arcanine would be blazing fast and hit hard as hell, on top of having a great offensive typing and a useful ability to help it switch in. But it can't do that, because it has a stat it rarely uses that's unnecessarily high for the sake of being well-rounded. "Jack of all trades, master of none."
Imagine if they doubled down on Arcanine being equivalent to a legendary pokemon with a 580 base stat total? Ver. 1 (just adding to the original stat spread): HP[105] Atk[110] Def[80] Sp.Atk[100] Sp.Def[80] Speed[105] Ver. 2 (more optimized but basically less likely to be allowed on a non-legendary pokemon) HP[100] Atk[115] Def[90] Sp.Atk[70] Sp.Def[90] Speed[115]
To be fair to gen 1, that game was NEVER balanced for multiplayer anyway. I'm not even sure gen 1 was planned to have link battles until later on Hell, if you notice, Gens 4 and especially 5 were the first gens you could really say actually took competitive into account when designing stats. a lot of johto's roster was shittily low stats, while Gen 3 had a fucking fetish for pokemon that had base 100-ish in both offenses and nothing else

Honestly what I find cool about Arcanine in VGC is not so much what it’s role is but how it adapts to every new meta. For example, in Reg C, there aren’t as many special threats, so Arcanine dropped Snarl for Howl to boost partners like Palafin and Dragonite, which I find super cool.
I started learning VGC last week, and I've got to say that Arcanine makes for some very intuitive and fun gameplay. Extreme speed especially is a very nice safety net.
Arcanine is fundamentally a jack of all trades mon. It has above average everything but isn't great at anything. That makes it outclassed on everything and oddly weak in singles. In doubles however, that is seem like role compression and versatility. Btw, looking him as pure defense is the mistake we did with Glowking back in the day, because he's mostly A TANK, NOT A WALL, a mon who can both be useful on defense and offense but can't do both reliably and depends on the player to determine what role is better on which situation, and unlike Incineroar, you don't get free momentum with fake out + pivoting moves or a risk-free move like knock off, you need to risk it with raw switching and rely on firepower to make progress.
summary of recent Jimothy lore: Iron Mugulis has killed powerfull Pokemon Great tusk who was the only Pokemon capable of defeating Iron mugulis, after that friendly Pokemon Iron treads started seeking out Pawmot who Can bring Great tusk back from the dead But when Iron tusks and Pawmot were trying to meet, dangerous Pokemon Iron fellow kidnapped Pawmot and became ghost type with Terra so Iron treads couldnt follow him. This lead is why I love using safety goggles Maushold and defiant Annihilape as my own lead, for some reason spore spammers are never ready for follow me + safety goggles
I think this video really exemplifies why I prefer the doubles format over singles. A pokemon like Arcanine will never thrive in a 1v1 format where there are so many high power threats that can switch in and pressure it, but it works great when it has a partner to support it or for it to support. Even if Stealth Rock were removed from the game or banned from competitive, the existence of so many powerful ground and dragon types would still make Arcanine hard to use. Conversely, pokemon like Gholdengo, Great Tusk, and Iron Valiant dominate the OU metagame, meanwhile in doubles they rarely see any play since it's difficult for them to apply the same kind of offensive pressure against 2 opponents at once (Gholdengo actually was pretty common at the start of VGC but it has since fallen off in usage ever since the Paradox Pokemon became legal).
So, I made a team who’s entire gimmick was making sure that the opponent couldn’t do anything. This team included arcanine to make physical threats useless.
Mudsdale can be a threat if you don't know what it's abilities are but once you understand how it works, you can play around it or bring special attackers to knock it out
I actually think Arcanine is severely underrated in singles this Gen as Tera boosted extreme speed hits hard and intimidate is always good even in singles
