I'll toss in here a hypothesis with Ruta's success with contacting the Kremlin when she did, as her timing, in 1964, prior to Nikita Khrushchev's {ahem!] _retirement_ in October of that year was pivotal. With Brezhnev and Kosygin assuming the roles of power in the USSR in the Fall of 1964, the Soviet Union took a harder stance towards the West.
