Penguin's hands look like that because the design was based on the one created for the "Batman Returns" movie that came out in 1992. With Batman: The Animated Series first airing that same year, the executives at Fox Kids gave the showrunners the stipulation that the character designs for Penguin and Catwoman had to resemble the ones from "Batman Returns" because they wanted to ride the popularity of that movie. The big bird is a cassowary. Batman: The Animated Series was meant to be contemporary, so the show was set in 1992. However, they chose to portray Gotham as having 1920's-1950's gothic noir aesthetics, with a big emphasis on Art Deco, just another way to show how smuch of a stagnant, crime-ridden cesspool Gotham was supposed to be. That's why you'll see 90's technology, but also Art Deco buildings, black and white television, tommy guns and cars that look like they belong in the 40's and 50's.
One of the best Batman tales in the Bat-Mythos! Great shout by Sophie!!! Batman is my favorite character in all of literature and this is the definitive Batman to me. I know you only have done episode reactions but I strongly recommend watching Batman: Mask of the Phantasm. It's the same Batman. It's a great love story and a tragic noir detective story.
