There needs to be a way to stop king donation somehow. Maybe a system that checks who did more damage to a civ and if its significantly one sided then they get the extra pop and not who got the king. Also, no resigning should be allowed so as to eliminate quitting to avoid giving anyone supply
Edit: Chat also needs disabled in ffa, no scheming
That would prevent king sniping.

Special game mode, ffa nomad, you kill a king, gives +50 pop

By regicide in the game mode if u turn on dominion which is a game condition which whoever kills all kings/monarchs wins
