Tactics are also an issue. Arsenal play too slow/very little risk football. Opponents found a way to nullify that. Therefore, Arsenal doesn't create that many quality chances per game.
Unless we are talking about a Yamal/Haaland/Vini level type of attacker, don't expect him to do much more than the guys that are already in the squad right now. Kolo Muani, Asensio, Coman type players aren't fixing this mess, I can almost guarantee you that.
