I think the reason having the Japanese "learner driver" symbol on your car outside of Japan became thing is because of drifting. Drifters would put it on their cars as a tongue in cheek way of saying they where "learning to drift" (drifting being a Japanese sport done predominantly in Japanese cars). When drifting became popular copying drifters car style blindly took off. I think over time the tongue in cheek meaning was lost and "ricers" took it on as a symbol of how JDM they are lol
