2 white clusters
2 Eucalyptus clusters
Inflate 9 inch white sand and 11 inch and make clusters. Make 2 clusters
Use rubber bands to for clusters
Make other sand using clusters.
Make other white clusters
Use 260 to attach to garland. Use rubber bands to attach big balloons

This is nice work but i want to understand when you said 11 inches and 9 inches did you mean to use a balloon that is 11 or 9 or did you mean blow untill it becomes 11 or 9

It's the size of the balloons comes originally. You can blow them up to that level. I'm under inflating them for smaller sizes.
