hola...este si si es silicona caliente, ellas no se explotan, por lo que tienen un aire suficiente para no explotar, esa tecnica la utilizo yo para decoraciones y nunca se me explotan los globos.

What did you use to form the circle as well as the print on the paper

You mean for the wheel? I used 2 plates to draw the outer of circle. And a cup as the middle small circle. Then a ruler to draw those lines connecting the circles.

Im so sorry.i mixed up two videos. For the circle i used gypsum board. rented a jigsaw to cut the circle. And used some stipped wood to make the circle stand by itself. All from home depot
