The way she does it with Papyrus when you chose the option to flirt is like a parent deciding whether or not you’re allowed to date their daughter

I'm gonna hypothesize that the game calls Toriel's Death Stare a "battle event" (events triggered mid-battle that pauses all battle mechanics and triggers until the event is over) which forces a spare on the monster you last interacted with before resuming the battle. However, i assume it works differently when sparing the boss monsters because there are multiple flags in the battle that must be active before sparing is possible(which my guess is that toriel's stare can only bypass/activate 1 flag), so instead it treats it like you running away(which seems to cause random triggers depending on the battle)
However, Papyrus losing his head, no-armor undyne taking damage and NEO-metatton's death are all battle events on their own, so they take priority over toriel's event. But Metatton's trivia questions are special, since they resume the battle momentarily while still being active(since the player kinda has to move to properly get through them), which crashes the game either because it can't handle metatton's event being forced to end unexpectedly due to toriel's event OR because its dealing with two events at the same time. The latter is likely being the case for Asriel's 2nd phase.
Also, I'd assume this won't apply to Omega Flowey since his battle functions differently than any other enemy(that being it doesn't follow the turn rule), but i could be wrong.

toriel fight always crashes so no. from there (if you cheat past her) youd have to do the most aggravating geno run ever since neutral asgore softlocks and you cant defeat him in one blow... until undyne who you also cant beat in one blow and which aborts geno.
cheat past undyne as well and itd be possible then.
you cant avoid asgore on pacifist since you need to beat flowey to start the alphys date, and besides that asriel will softlock you like 3 times over.
the closest youd get is a neutral ending from cheating past toriel and then cheating past asgore (by taking him out in 1 blow), but im not sure if skipping toriel causes the hacker ending to come up. it may, it may not.

Toriel's stare is an event that is meant to set an enemy to spared, for bosses who need to have a spare condition set to true it doesn't work since toriel is only setting one variable off when more are requiered, causing the game to glitch

I love that Dogaressa has no behavior for if you somehow spare Dogamy while leaving her on the field, so she still goes on the war path.
Plot twist: she's always on the warpath, Dogamy's presence just calms her down because she loves him. The moment he leaves she's ballistic again 😂
TBF, it's not possible in normal gameplay for Dogaressa to be alone unless Dogamy is dead, so there's no reason for Toby to program alternate dialogue

I assume behaviors like the Genocide bosses ending without Toriel appearing happen for the same reason she doesn't appear if you kill the initial Froggit in the ruins, in that the event is programmed not to happen if the enemy dies in a single turn.
Interesting to note that Mettaton's sprite actually rotates towards the direction he's going, I thought it was scripted only for that part, but Toby actually coded it so when Mettaton's moving in a specific direction, the sprite follows that direction, neat. (3:26)

So, Toriel's listed stats (80 ATK/DEF) are _much_ higher than the values actually used (since she's deliberately going easy on you). Mechanically speaking, if she were fighting with full force, the game would essentially end at her fight. The same also applies to Asgore, but everyone knows that Toriel is scarier than him. So yeah, this all checks out.
Also, shoutout to that hockey game where, after deciding to actually put in effort, Toriel did nothing but repeatedly bodyslam Undyne to the ground. Yeah.

There isn’t buttons for save and mercy and act and fight but instead the act button floating on the different phases are used for calling for help

I swear Toriel was based on my manager. She's a really nice manager. Loves a good (and bad) pun. But if you cross her, she has the Toriel Death Stare, that intimidates everyone, even if you done nothing wrong.
A couple of us prayed for a guy who worked with us, who was talking about her behind her back and she heard EVERYTHING. She gave him the death stare and ordered him into her office and we heard the whole thing through 2 sets of closed doors. I never known her so angry.
