Porsche 951 / 944 Turbo No Start: Diagnosing the fuel system

Last time we drove the 1986 Porsche 944 Turbo aka 951, the car cut out and had to be towed home. Since then the car would not start and now has been sitting for over a year. We've deducted that the issue is fuel related. Follow along as we diagnose the issue and solve the problem with an odd remedy,

Restoring my 944 was a delight; great Material choices, excellent engineering, care seen in every system, "Hot Rod mods" are already built-in.
And super efficient at cruising speeds too ;-)
