Do you have to pay a fee to have an app listed to the app store even if it's being tested? If I want to have an iOS app, even just for myself or small amount of users, is there a price barrier to pay?
Listing apps on app stores is free but you have to have a “developer account” to publish apps. It costs $25/year for Google Play Store and $99/year for Apple App Store. It’s the same for all apps regardless of user base even it is you and your friends. I think there might be another way but I’m not 100% sure tbh.

Learn whichever you’re interested AND is in demand in your local market. There’s no point in learning Flutter if you can’t get a job with it.
