I think the first thing would be, to know the POWER (the Amps) you need;
after that you calculate the values of Resistors, and their Power ratings. Agree?

Different resistance also we can use this formula not only same resistance
Diffrent resistor type me batlaiye
So if we want multiple value voltages available at the same time better use voltage divider not potentiometer which will give only one at a time.
