I am fairly certain that even in goat format you couldnt discard t dragon to not add a card. I think you could only activate his eff if you searched atleast 1
BoM doesn't save the monster from being destroyed by Ring, RoD doesn't say "destroy the target" as if to argue that he loses the target, RoD just says "destroy it".
@@sunflowertheog You are confused, you are reading the modern effect with the most recent RoD errata, in the goat format another errata is used with the effect it had in 2005.

You can discard for 0. I don't have the exact date in front of me, but it was summer 08 that it was changed.

sry for year late reply but in thr rules (on the konami site) it says face up. also rod specifies on opponents turn, so he couldn't do that anyway
