My theory is that she's waiting for next year when all of the girls aren't going to be dropping anything to drop her album. That way all the attention would be focused on her album and she would have a more likely chance of selling well.
I definitely don't think she's shelved. I think she's scared to drop because she knows the hype she once had isn't their anymore. And hype is how she was able to reach the success she did. Cardi was never a lyrical or memorable rapper. Her songs were catchy but nothing that impressive. Other than wap I can't name a cardi b song that people could play 20+ years from now and plp would be like "damn that song was really sickening" and before yall say wap you can't even count that because that song only became massive from how hyper sexual it was. If you took all the vulgar parts away you'd have nothing 🤷🏽♂️. Megan, Nicki, doja ect all have memorable bops that aren't sexual. (cobra, fly, her, PTTR ect) No shade but Outside of her core fan base & anti Nicki fans the GP really dgaf about a cardi b comeback and the singles she recently put out reflects that 🤷🏽♂️
@cottonmangos the only song I could consider memorable is BY and I supposed wap solely bc it was a massive hit. Imo the only reason why IOP is still getting steams is because that's literally all cardi b fans have to stream. It's just like the sex pistols or fort minor. Both only have 1 album but to this day collect millions of streams of them

We've heard every excuse from not releasing due to the pandemic to there is no album, back to she has to perfect it. She brought all this anticipation on herself.
