Dude I worked for two hours last night on the exact same starter trying to get the original c-clip back on after cleaning up the spring and gear mechanism. Came up with the same idea for a solution but I didn’t remove the starter. Every time I tap down with a socket or bushing there seems to be just enough room for the clip to turn off axis sideways and get caught in the socket or several bushings I tried. Thanks for posting. At least I know I am on the right track but I may need to remove the starter to get a straight 90 degrees downward tap as the fly wheel is just in the way enough that I can’t get a perfectly down force on the clip it seems.
I used this method on a wheel hub c clip. The clip pliers kept slipping. The only way to do it was to put the clip onto a 24mm socket and press it against the drive shaft and then use the pliers to open a bit more and wriggle it on.

Saved me heaps of time and frustration. Sometimes the clip pliers are just not the right shape for both remove and install.

even easier then a socket just use the old head upside down and give it o good bop
