It's not 100% guaranteed that you'll be able to defeat him the first time, I passed it myself after two attempts, as recorded in the video. You need a bit of luck and timing to be able to cancel Julius animations, but it's simpler than it sounds.
I recommend that you use at least:
1- 6x ballon skills (You can buy or grind for it)
2- Second Chance (Ability from Escarglow Dream Eater)
3- Once More (Ability from T-Rex Dream Eater)

I was with Riku at level 55 and Sora at 65, but I think that doesn't matter that much. The main strategy is just spam ballon skills and prevent him from attacking you by canceling his animations.
