Where to find hugo the ghost dog in Skyrim

Been playing this game just about 5 years and today is the first time ive encountered him. I havent even heard of him and this is the only video about him. Strangest thing

I just randomly found him and I didn't know if he was a mod or not. I never heard of him before lol
