The reason the penguin village arc felt off for you is because it's literally a CROSSOVER episode between DB and Doctor Slump (Toriyama's previous manga). Dr. Slump as fully a bizarre 4th-wall breaking comedy, aka a gag manga.
And it was actually cannon in the manga, so ironically not a filler at all haha
