I suppose so, the Rush Kiwami heat action was re-used in Hokutou ga Gotoku, and it was added in ruff's mod.

If you already have ruff's mod installed, firstly you will need to change to the Hokutou move set by changing to Rush and pressing lock on, guard and taunt at the same time. Then, with enough heat, just keep pressing X (or the quivalent button for light attacks) and when Kiryu starts to do a flurry of punches whilst hitting an enemy, press the heat action button and the heat action seen in this video should trigger.
