  • Andrew Bacevich is a historian, co-founder of the Quincy Institute for Responsible Statecraft and a retired Army colonel. He joins us for a wide-ranging conversation about China's 12-point peace plan for Ukraine, how Beijing is taking on a more assertive role in world affairs, and the 20th anniversary of the U.S. invasion of Iraq. There is "no question" that the 2003 invasion was a war crime, says Bacevich, and he condemns its supporters' "unwillingness to grapple" with their culpability.

    800 foreign military bases is not a sign of a peacekeeping country. Surrounding China and Russia with military bases and nuclear weapons doesn't help. Wow, what hypocrisy! The New Silk Road is the future of economic prosperity for Ukraine and Afghanistan.

      Beyond the military bases all over the planet. It's easy to see that the vast majority of US weapons systems. Have two main functions. Power extension and attack...
      Are not defensive systems! It's that simple.
      Example: US 20 Aircraft and heli carriers. Function projection of power... Not defense. So much so, that they're not even on US borders. They're on someone else's borders! Oops!

    i still feel the same way about it twenty years later.
    I actually have more questions about it and how 3 buildings fell out of 2 airplanes.

      Is there more to it? Vladimir Putin has called the breakup of the Soviet Union "the greatest geopolitical catastrophe of the 20th Century." Ukraine was a part of the Soviet Union. Putin took Crimea in 2014. Does he stop before he gets it all back? Can we believe anything he says about future intentions? How do we stop this in the long run? Advise democracy loving Ukrainians to capitulate and leave their country? Is it really a good idea to show the Russian regime that their every advance will succeed if they just persist?
      I am advised by my Ukrainian friends that they like boxing. Their view seems to be that the Russians had it too easy before this war and that they need to learn to respect Ukraine as an independent, sovereign nation. Putin gathered a lot of his world view in the context of martial arts. A hard fight can bring about an enduring respect.

      Sayin China is trying a diplomatic solution proved he is possibly the stupidest person that ever lived. That China is neutral proved he is in fact the stupidest. They did not even condemn Russia for invading a country, trying to erase it from the face of the earth. A country that held no hostility to Russia and would never pose a threat to it, and he knows it, makes them neutral?
      Then he also said so many things that are detached from reality , I already posted a very long reply to one, not a second. Actually I will copy and paste. Read it, don't get reactionary ( we all do it) and ask yourself, point by point, if what I am saying is true. It is easy to fall for people like this, I have done it, we all have . Actually think if I m right, or he is.
      Reality is an inflexible thing. I am left of center and opposed the war in Iraq, but this channel is the left equivalent of FOX. Nothing, and I do mean nothing, can happen in the world without Iraq being mentioned. Well let's mention Iraq. The USA did achieve a swift, cheap and very low causality ( on both sides) IN THE WAR., victory. Now in the nation building, that is a different thing. The bottom line is the influential people in Iraq had a chance to build a fair , democratic society with Saddam gone. They chose instead a civil war to fight over the same things they fought over since the 12th century. The USA did not choose that. And the war was the wrong move in my opinion, it was not illegal as many love saying. It was authorized by the UN, and Iraq broke all 4 possible ways a nation can abandon it's sovereignty.
      This guy says it's a proxy war between the USA and China. What a clown. So somehow the USA convinced China to convince Russia to invade Ukraine so they could indirectly fight a war with China that China is not sticking their nose in out of fear of being sanctioned out of existence. He did not explain how the USA got all this to happen. Putin did not invade Ukraine!!! Says the dummies. IRAQ IRAQ IRAQ!!!. Did the USA take part of Iraq? Did they try and erase their identity? Comparing the two is absurd. And even if they were equal, not that they are, how does that make Putin right?
      He also says neither Ukraine nor Russia will win. Ukraine has already lost almost 250K people and a trillion of property and infrastructure because Russia invaded and tried to annex it. Getting Russia off every square inch in not a victory, it is a return to the status quo prior to Putin's invasion. He acts like Ukraine did something to start this war. Like Russia and Ukraine are equally to blame. And anyone who actually thinks it is due to NATO expansion is a COMPLETE fool. In this day and age having Moldova as a buffer will not stop an invading army from NATO. The idea of it is beyond stupid. And NATO expands why? Because Russia is it's number 1 recruitment tool. Finland and Sweden wanted to remain neutral for 70 years and this convinced them that Russia is once again, for the the umpteenth time in it's history, going on an expansion. And countries joined so they would not be imprisoned by Russia, AGAIN!
      And no a million people did not die in the Iraq war. Barely Saddam's toll in a month of rule were killed in the war. The rest died in the civil war that their religious leaders CHOSE to fight with the help of Iran.
      As for China rising as a power. They are declining already. They have been cut off from high tech chips. The power of China can disappear overnight through revolution, the USA's power can't. The only reason they have any power is the west hoped engagement would end in democracy. That policy is now been abandoned. Now they will slowly be cut off the money train. That is what Xi is worried about. This ass wipe compares China, a country that seeks to steal parts of almost a dozen countries, is a totalitarian dictatorship, with concentration camps, to the USA? I am all for looking inward and criticism, but it is offensive to compare the 2.
      And how a few dozen terrorists deciding to fly planes into buildings proved the USA had no power left is beyond me. Notice he did not explain it? No power can stop a small group from doing something like that.

      I don't see that China is trying to present itself as impartial, so yes, impartiality is irrelevant and that's worth a chuckle. China has clearly presented itself as the partner of Russia and as ready to do business with any nation interested. China is building up a military they intend to use for leverage most of the time, and for a fight when they choose. Yeah, the "impartial" angle isn't coming from China.

      They were short and dead wrong. Reality is an inflexible thing. I am left of center and opposed the war in Iraq, but this channel is the left equivalent of FOX. Nothing, and I do mean nothing, can happen in the world without Iraq being mentioned. Well let's mention Iraq. The USA did achieve a swift, cheap and very low causality ( on both sides) IN THE WAR., victory Now in the nation building, that is a different thing. The bottom line is the influential people in Iraq had a chance to build a fair , democratic society with Saddam gone. They chose instead a civil war to fight over the same things they fought over since the 12th century. The USA did not choose that. And the war was the wrong move in my opinion, it was not illegal as many love saying. It was authorized by the UN, and Iraq broke all 4 possible ways a nation can abandon it's sovereignty.
      This guy says it's a proxy war between the USA and China. What a clown. So somehow the USA convinced China to convince Russia to invade Ukraine so they could indirectly fight a war with China that China is not sticking their nose in out of fear of being sanctioned out of existence. He did not explain how the USA got all this to happen. Putin did not invade Ukraine!!! Says the dummies. IRAQ IRAQ IRAQ!!!. Did the USA take part of Iraq? Did they try and erase their identity? Comparing the two is absurd. And even if they were equal, not that they are, how does that make Putin right?
      He also says neither Ukraine nor Russia will win. Ukraine has already lost almost 250K people and a trillion of property and infrastructure because Russia invaded and tried to annex it. Getting Russia off every square inch in not a victory, it is a return to the status quo prior to Putin's invasion. He acts like Ukraine did something to start this war. Like Russia and Ukraine are equally to blame. And anyone who actually thinks it is due to NATO expansion is a COMPLETE fool. In this day and age having Moldova as a buffer will not stop an invading army from NATO. The idea of it is beyond stupid. And NATO expands why? Because Russia is it's number 1 recruitment tool. Finland and Sweden wanted to remain neutral for 70 years and this convinced them that Russia is once again, for the the umpteenth time in it's history, going on an expansion. And countries joined so they would not be imprisoned by Russia, AGAIN!
      And no a million people did not die in the Iraq war. Barely Saddam's toll in a month of rule were killed in the war. The rest died in the civil war that their religious leaders CHOSE to fight with the help of Iran.
      As for China rising as a power. They are declining already. They have been cut off from high tech chips. The power of China can disappear overnight through revolution, the USA's power can't. The only reason they have any power is the west hoped engagement would end in democracy. That policy is now been abandoned. Now they will slowly be cut off the money train. That is what Xi is worried about. This ass wipe compares China, a country that seeks to steal parts of almost a dozen countries, is a totalitarian dictatorship, with concentration camps, to the USA? I am all for looking inward and criticism, but it is offensive to compare the 2.
      And how a few dozen terrorists deciding to fly planes into buildings proved the USA had no power left is beyond me. Notice he did not explain it? No power can stop a small group from doing something like that.

    I think the idea that you can invalidate a nation as an intermediary because they aren't impartial is self-defeating and ridiculous. What would an "impartial" nation in matters of geopolitics, warfare, and economics look like? The very existence of a state implies an agenda worth coordinating over, worth defending militarily, and so on.       Andrew Bacevich was a full bird colonel. He was one of the monsters of of the Vietnam war. He's no saint. And anyone who runs an organization whose funding comes from combined contributions by George Soros and the Koch brothers has lots of explaining to do. Two of the Quincy Institute's top members resigned over the Ukraine invasion and Bacevich's position. Something here doesn't align with reason. Russia is an invading army. That is an inescapable fact. Defending that position, or defending China who believes Russia has the right to dispossess the Ukrainian people of land occupied by the Russians is at best questionable.
      Bacevich might have my support if he weren't clearly on the side of two imperialistic nations, Russia and China. Look the USA isn't much better, but as people of the world we can't be okay with stronger nations invading weaker ones. Simple truth and reason must prevail.

    Compromise would basically mean Russia won this war and Ukraine would have to live with a smaller territory, the higher risk and humiliation of having Russia occupying its land and the lack of punishment for the atrocities Russians did.     Finally a clear explanation of the real reasons for the Iraq war. No more the childish discussion about WMD, which was clear to me already at the original time to be just a nice rhetorical propaganda of moral facade for the public to swallow. I believe all politicians knew it at the time. But now somehow the rhetorics lives on as if it was real politics.
    Speculatively, if the USA would have gone out of Iraq after achieving its declared initial goal, not staying in Iraq, declaring that now it is for the Iraqi people to do their own nation rebuilding, then the USA real intended power message would have been achieved, and at very low life and monetary cost to the USA.

      No country trust USA. Most countries just obedient because dollar is the world currency. very few countries can stand up to U.S.

    The powerbrokers in the US and those with massive egos in the Anglosphere have one card to play and one only - complete domination of a situation, including theft, breaking the law, demanding changes to a will, whatever, so long as they dominate 100% all is well and good and if they don't, they simply play that one card each time. This one strategy, if you can call it that, led to the British Empire, and shortly thereafter, American Independence followed by American power dominating the globe. The only problem is, that last era is over, and unlikely to return any time soon. The annual economic growth rate of the US is low compared to a few key power centers outside it, and that is unlikely to be reversed. So the one-card play, so successful in a unipolar or bipolar world (US-Britain or France, US-Russia), is now looking out-of-date, an anachronism, and a thing of the past unlikely to yield the greatest benefits in the future.

      Something that is very strong evidence for this is the state of global alliances. The US has no real Allies, that is, no countries comparable to them in power or wealth whom it treats as equals, and smaller countries which reluctantly hang off their coattails (Britain, Australia) due to literally having no-one else of any power who would ever want to buddy up with them, even if they were a mere kid brother. And the bit players of those alliances live in constant fear and trepidation at the US abandoning them or key aspects of them unilaterally, because they can do so without losing anything substantial.
      On the other hand you have a successful European Union of almost that entire Continent, a Russia-China Axis (with a possible third leg in Iran and a sympathetic India and South Africa), several South Pacific countries in close co-operation (Australia, New Zealand, PNG, several Polynesian island nations), and a high degree of unity and cohesion within all of South America and most of Africa (even with over 50 countries).
      Globally, a country that has no allies on an equal footing (other than powerless sycophantic idolators), is a rare specimen indeed - in fact there's just one. But as Henry Kissinger eloquently explained - "To be an enemy of America can be dangerous, but to be a friend is fatal".
      But I hear you say that the US is the largest economy in the world, so why would it need allies? Factually that's wrong. The EU has a 10% larger economy, and China alone is 20% larger.

      I think the Korean War showed the limits of American power, and the Vietnam War confirmed it. Those wars had their proxy aspects, demonstrating the world was already multi-polar. America can overwhelm small adversaries like Grenada, Panama, and barely Iraq. America could not prevail in a remolding of Afghanistan because too many in Pakistan and the Islamic world in general would not accept that. So I don't get the exaggeration of American power. There's too much history that shows its limits.

      Winston Churchill was right. The war in Iraq was a very costly mistake. Saudi extremist blew up the the twin towers & managed to target the Pentagon. Do not forget the warnings of Alber Einstein. Proxy wars may end in unexpected outcomes.
