This wants to be a constructive comment: I find the background music quite distracting, volume is too loud and when it increases between phrases becomes even more annoying (it sounds broadcast radio of the 80s)
Regarding the GUI not being installed, it looks like you installed using the 'Minimal' ISO. If you were to use the DVD ISO, this would not be an issue. I agree that this is misleading when using the minimal ISO. This is a known issue with the installer, and it is coming from upstream from what I gather.
How was you able to capture the screen since you were using a real hardware not a virtual machine. I mean OBS was not installed yet at the time of capturing the screen.
We just started (experimentally) using RockyLinux with our workstations in a company. But man, Nvidia Quadro M4000 is NOT an ideal graphic card. The same for Quadro P4000. Do you have any tips on drivers? I had to disable GPU hardware acceleration on Teams and Chrome. It's behaving kind-of-ok with 510.60.02 but we still have problem with our graphical applications (Ansa). Do you have any tips for this?
Nvidia graphic card always gives you the trouble with most of linux Distros. Linus Torvalds pointed out that nvidia is one of the single largest hardware company that it didn't give proper support to linux community and he made fu*k you nvidia comments out of frustration in a discussion. Fortunately Nvidia made GPU kernel modules open source and these issues with nvidia graphic card will be resolved. But It will take time to make it out of the box usage. Until then you will face issues here and there. You need to go through manuals and you have to take community support until then.
i just uninstalled RL the reason was that the RL 8.5 is not stable when it comes to Virtualization, you will face kernel module and libvirt libs related issues. Alma has no issue with virtualization so i would recommend Alma over RL.

Jay, I got stuck at the connection step... I plugged in a LAN cable and rebooted but no connection. Am I missing a step?? (And yeah, music down about 8db would be good.)
UPDATE: I found a command to make the connection, ok. Then followed all steps to download and install the gnome gui, ok. BUT, it still boots into command mode, no gui interface! Huh??? Any help appreciated.

Oracle Linux is also binary compatible with RHEL. And it's free! Edit: It is strange that Rocky Linux removed all the possible setup at the installation that CentOS had. Why are they re-inventing the wheel again when they had it done completely and working is beyond me and is a reason why I will doubt Rocky Linux for the next few years as it is not a copy cat of CentOS as it should have been out of the gate. It is something completely new that will require a lot of testing before putting thing on a server for production use as it was possible with CentOS. Again, Oracle Linux is much more "production ready" and free for whatever usage you want to do.

Important: !! when doing a re-install, you must select reformat on all partitions or it will not let you save any other changes you have made. So on to the install. Walk away for a bit. After the install, after the first boot, it makes me stop and accept the license, a step I think he skipped. On completion of this, it drops to a screen with the Rocky logo and a mouse pointer, that will never move. I have tried a couple of different mice. I am kind of stuck. Should I give it the 3 finger salute? Is there something else I should type to get to a user selection screen? Should I reboot again? In the interest of time, I am going to go back and try again doing it the way Jay did and that did not work. I am using the latest Rocky 8.6 and the shown GNOME option is no longer there on any install option. I still end up stuck. The system is not unresponsive as the various lock keys will light the respective lights on the keyboard, something they taught me at Dell won't happen if the CPU is hung. Odd that it installs, reboots and loads, then the screen hangs and it won't let me go any further.
