- Asphalt Paving Inspection (Part 1) - Federal Highway Administration 1996 - Video VH-318 - Proper inspection techniques for local agencies are presented in three parts. Part 1 (about 27 min.) introduces an inspector's preliminary responsibilities: document review, coordination with the public, field review, equipment checks, planning traffic control, meeting weather requirements, and inspecting the tack coat application. Part 2 (19 min.) covers mix delivery, placement, compaction, and transverse joint construction. Part 3 (14 min.) gives examples of problems that can occur in mix design, paving, and compaction, and suggests some solutions. Metric units are used throughout the video.

I’ve been an inspector in Maryland for going on 12+ years now and I’ve never in my life seen tack coat applied so heavily and evenly. I feel like I’ve been lied to all these years even though I’ve never had a problem with any roads I’ve been a part of. Every crew I’ve ever observed always spray lines of tack. I’ve never seen a coating that is akin to that of what spray paint coverage would be. It’s got me wondering if and what difference between the two application methods would be.
I've seen tack put on to thick, it ends up bubbling to the surface under the breakdown roller. Its a mess.
It depends on the situation. Heavily applying tack coat should only be done when there is dimples or a porous/less dense asphalt/aging asphalt underneath the overlay. Generally if it is applied in lines it should only be done if the asphalt surface is smooth/small aggregate because adding extra tack wont do much to bond the lifts together. If you mill the surface or are using larger aggregate asphalt you should always coat the entire surface of the previous lift before laying your next lift, doing it in lines will not be sufficient to make any noticeable difference in longevity or durability.

They don't do any of this. The paving crew does everything, and the inspectors just walk with the spreader or sit in their truck.

Depends on the type of job and if it’s a state road, county road or private road and if it’s new install or rehab. But in general there is a lot of sitting and watching as an inspector because that’s what we are supposed to do. We have to document what we see and verify things are being done to spec. Plus we don’t want to get it the way of the workers so we tend to stay out the way as much as possible as to not interfere. I’m one of those inspectors that picks up a shovel or screed rake and helps spread the asphalt or clean up debris when needed because I get bored just sitting and watching all the time plus I worked and ran my own crew before becoming an inspector so I like to actually physically work, my back just hates me for doing so.

Pretty much every government agency has tried to switch to metric at some point in its lifetime, but found it isn't all that easy to just switch over. Some use the metric system, but most went back to imperial units

Many people are unaware that the United States is on the metric system and officially signed the Treaty of the Meter in 1893 to make it so. All the non metric units we use like inches and foot are defined by conversions from the official metric standards. So even though the majority of the public hasn’t switched usage to metric and still use non metric units like feet, inches, miles, etc…, the USA actually is officially on the metric system.
