    You can implement all the smart stuff but still keep the hard shoulder. Getting rid of it is absolute madness. You can detect a stopped vehicle with 20 seconds, then react to it, then put a red cross, then vehicles move out of lane. A lorry has already ploughed into the back of the vehicle.

      As a driver in the Netherlands, I am surprised as to why the hard shoulder is completely replaced in the UK on these motorways. Here it is called "emergency lane" because drivers divert to it for emergency stops. During rush hour, when that lane is open for traffic, it is called "rush hour lane". However, sometimes a full hard shoulder is just not possible, in which cases there are always "escape havens", same as shown in this video. With a phone and all.
      But the most baffling thing is that drivers in UK are only now learning about highways with traffic speed detection and dynamic speed limit adjustment. Here, if I see the LED gantry with 70 on it, I turn on my hazards for 3 clicks to warn traffic behind of a sudden speed change. We've been taught that in our driving schools. Keep a gap, move slow to be able to accelerate, stay in your lane, let people in when they wanna change lanes.

      20 seconds on the highway is enough for a car to travel half a kilometer. On a busy motorway that's at around 30 cars that will go wizzing by you in that short amount of time. Making the generous assumption that smart highways work and people always pay attention to the road signs, in those 20 seconds it takes for the system to notice you're stopped do you really trust 30 people to successful swerve around your stopped car?

      Exactly! The technology is fine, and can help make the motorway safer, but it can never replace a hard shoulder.
      I don't even have a problem with occasionally allowing use of the hard shoulder to ease congestion, as long as the traffic is moving slow enough to make it safe (

      I am ex motorway cop, I was a decent honest one If I say so myself, I only did speeders 95 upwards on follows due to obvious discrepancy they are never 100 percent accurate.     I've never heard anyone say "I wish they'd get rid of the hard shoulder on motorways" - I would like to meet the insane civil servant who first suggested this idea. I would like to know what other 'ideas' they have.

    So pleased to see you guys survived your All Lane Running experience, but not everyone is so lucky. No amount of dodgy tech can ever truly compensate for a permanent, dedicated and continuous hard shoulder - a lifeline - and the British motoring public will never accept this sort of dangerous, terrifying compromise. We deserve better, and it's time National Highways started listening to motorists, the police, the recovery services, the coroners, etc, etc. No-one wants or needs All Lanes Running so, please, restore the hard shoulder. OUR hard shoulder. OUR lifeline.

    They could permantly set the speed limit on the hard shoulder to 20 or 30 km/h, so its only usefull on congestions, otherwise just use the rest of lanes

    The upbeat yet calm voices of presenters & happy music perhaps ironic when we consider the terrifying reality of being stuck in a live lane & unable to reach an emergency area.
    I won't comment on specific advice given here, particularly if unable to make it to nearside or a refuge !
    All motorways should have a proper hard shoulder.

      ​@@AgentSquash Yes I do.. I am very aware A road single carrageways do not have hard shoulders but they don't have 4 lanes of traffic, speeds are generally slower etc

      @@AW8UK There are thousands of miles of dual carriageway A roads at 70mph - no hard shoulder. Arguably they are even more dangerous as they don’t have technology to block lanes.

    So glad you're excited that you've removed the hard shoulder and made these motorways more dangerous. The sooner these are scrapped the better. The sensors don't work properly either and people DON'T obey the warning signs displayed. RIP all those that have lost their lives because of these not so smart motorways.

      People don't obey the signs because they stay on for hours after the problem has cleared, so everybody just assumes it's a false alarm.
      I think it's a conspiracy to make driving more dangerous to scare people into using public transport.

    A couple of months ago I drove from Lancaster to Brighton. On the busy journey I passed 6 broken down cars, 3 on normal motorways, and 3 on smart motorways. Each of the breakdowns on standard motorways, the traffic flowed freely past the car in the hard shoulder. On each of the smart motorway breakdowns, we were stuck in 4 lanes of crawling traffic for upwards of 20 minutes.
    Is it an acknowledged trade off that smart motorways have more capacity when there's no issue (i.e. 99% of the time) but are 10 times worse when there is an issue?

    Can't believe the actors in this video look pleased the hard shoulder has become a live lane!!!! Please advise what they should do then - if they were driving in this left lane on a very busy day, rain pouring down, 4 lorries behind them, have well over a mile to go before the next tiny refuge area....then their car loses power?

      @@Jackary1232 At first glance, maybe. But they're not really. They're frequently only big enough for one vehicle (when you take stopping distances into account), and often not big enough for a long vehicle such as a lorry. don't forget that you're travelling at 50-70 mph, you need time to slow down and stop once you enter the refuge area. Sure, you can START to slow as you approach it, but you can't realistically go from 70 to 30 on a motorway with traffic on it, safely. And a lorry stops a lot slower so needs plenty of room. And an investigation shows that the recommended length (by the morons who got rid of the hard shoulder) of the refuge area is 100 metres, yet even that target has not been met - many are shorter. I've been on dual carriageways where I've wanted to park up for a bit - but even though the speed limit was less than a motorway (it was 50mph), I didn't feel I could slide into a layby with a lorry already sitting there, and that's in a normal car.

      I've driven those bits of road and I agree. If someone is stopped in the left lane (where the hard shoulder should be) then a crash is inevitable 😟

    I travel to close motorway today morning where it was showing the X it was too late for me to go into the right lane
    It was the last left lane on M4 and I got flashed My speed was below but I wasn’t the only one there was like 3 to 4 other drivers behind me got flashed also
    No I don’t know what happens do you get points on your license or you get a fine or both can someone please help me

    It might alert them in 20 seconds but if a car develops a fault quickly and has no where to pull over that is not going to be a good outcome for the driver or the vehicle behind. Also what happens if you do not have a phone? This is why hard shoulders are essential with emergency phones within easy access as they were previously.

    Imagine people, that you and your family, kids in the backseat, wife or whatever in the front, and you are stopped in the middle of the motorway. You really think the cars around you will stop perfectly behind you like in this video? Oh and don’t forget the radars won’t pick it up for around 20 seconds.
    In those 20 seconds your car would have crumpled up and been smashed into the divider. Oh and not to mention the fact that there’s not a multiple car pile up with tens of dead families.

      Big conflict of opinion here.’ Huge issue with people not using the left most lane in our country. I think this could work but they’ve not yet rolled out the radar tech that could *typically* detect whether you’re stopped within 20 seconds

      @@zivc Doesn't matter if it detects it - for plenty of reasons, such as:
      1, technology can be unreliable.
      2, 20 seconds is enough time for another car travelling at 70mph to slam into you.
      3, human error - people not noticing lane closures, or, because of a lot of foreign drivers, not knowing what the signs mean. An EU licence can just be swapped for a UK one - no test, not even a theory test. A non-EU driver can drive on UK roads for up to a year - and that includes Indians, who have probably the easiest driving test in the world.

      If a queue is formed ahead and you slow down timely, the cars in front gain the space necessary to create gaps between themselves, hence all vehicles in the queue will be able to accelerate at once.     Only an idiot would support the idea to eliminate a hard shoulder from a motorway. All the work involved to change the motorways into so-called 'smart Motorways' is an unnecessary expense. The original design of motorways (typically consisting of a hard shoulder plus 3 lanes) was fine. It was a nice simple design that was easy to understand. If your vehicle breaks down on a motorway, you pull into the hard shoulder. Nice and easy. Why bother changing all that? History proves that drivers prefer simple designs. They're not happy when a bunch of idiots decide to redesign the roads and then complicate the f**k out of them.

      They were changed because there's way more traffic than the motorways can handle now so there needs to be more running lanes or less vehicles on the road

      @@tgm9991 Getting rid of the hard shoulder is a compromise on safety. And even though smart motorways have those emergency refuge areas, they won't do much good if you can't get to them. And I agree less vehicles need to be on the road. Public transport is always an option.

    Wouldn't a hybrid motorway work better? Where you still have a hard shoulder which can only be used in times of congestion but only with a lowered speed limit but in free flowing traffic can the hard shoulder be used for emergency only much like the M42 and M6 around Birmingham and still have emergency refuges

    Wow in Auckland New Zealand we have professional drivers (more commonly known as public passenger bus drivers) they think when they see STOP in a sign, it has the same rules as the "Give Way" sign, how on earth are they going to understand smart motorways.

    Thankfully a lot of people have taken their own action by refusing to use lane one when there's no hard shoulder or when the hard shoulder has been changed to a live lane.

    Even if radar could detect stopped vehicles in just 20 seconds (and we all know that it sometimes takes several minutes, or not at all) that 20 second delay would still mean that several vehicles would come up behind a stopped vehicle, before there's any warning sign being activated; and some of those vehicles could be HGVs, travelling at well over 50mph, and often so close to another HGV in front that they simply cannot see anything in the distance. It's a very sobering thought.
    And this system is totally dependent on drivers obeying the warning signs - and, as we know, many drivers either choose not to, or are seemingly completely unaware of what to do. And there are plenty of older drivers out there nowadays, who may well find "smart" motorways very confusing.
    Would I ever want to drive on a "smart" motorway? Absolutely not!

    My mate nearly smashed into a broken down car the other day, no red crosses, no warnings, nothing at all, but closely ahead he spotted cars swerving to the right, nearly side swiping other vehicles, then it became apparent and it was a car in the old hard shoulder, he also had to swerve, this all happened in a matter of seconds and missed the stationary car by inches, he said never in his life has he been so frightened, as he looked in his rear view mirror he could see a constant wave of vehicles swerving......These smart motorways should never have been put into practice... Whoever you are you are an idiot.

    As a part-time HGV driver I can testify that these 'Smart' motorways are potential death traps. Lorry's normally HAVE to go flat out at 56 MPH (speed governed, and where limits allow) to be able to make their drops to a very strict schedule. If not, the driver is sacked. At 56 MPH weighing above 35 tons it takes around +10 seconds to do an emergency stop at 56 MPH, on a gentle bend (much more if downhill, wet conditions etc). Breaking to hard, and the articulated HGV will simply jackknife and roll on its side, killing all in its path. You can ONLY see around 5-7 seconds ahead in the dark, especially on 'left hand' bends where the opposite lanes oncoming traffic dazzles the lane ahead. So do the maths, 56 MPH equates to around 10 seconds stopping time, minus 28% = 7.2 seconds stopping time total. 56 MPH - 28% = 40.3 MPH! To drive safely in the dark the HGV driver can either stick to the far left lane at 40 MPH and face the sack within the week, or reman in the second lane and be potentially fined? These 'smart' motorways have never been properly risk assessed by someone smart, or even having the intelligence of an HGV driver...

    The defining feature of a “smart” ( sic) motorway is the absence of a hard shoulder and using it as a running lane so that there is nowhere to go in an emergency except the infrequently spaced refuge areas.

    My question to the highways agency is just how are ambulances and fire engines supposed to quickly get to an accident, if the hard should has been turned into a running lane? This isn't like Germany, where drivers understand the need to leave a gap between lanes, this is the UK, where drivers simply don't have that ability. Making it difficult to get to injured drivers could be costing many lives, without this issue being reflected in the statistics.

    So the ‘Emergency Lane’ taken is for Exactly the use of when one is in trouble. It is to be used to pull up to the left!!!
    THEN LETS NOT FORGET TRUCKERS SIDE WINDS DRIFT ALLOWANCE SHALL WE!! Nature and Wind 🌬 does not hold for nothing. HGV’s need space in bad weather conditions… the emergency lane has saved many lives.
    Volume and principles are correct… traffic volume will increase and slow. But this is a precarious situational point. Would digital tracker tell HGV TRUCKS to filter into one ☝️ lane for safety at those areas?… Hopefully 🙏🏼 maybe 🤔

    I rarely use motorways but on the few occasions I have, these 'smart' sections have been a complete failure. A short drive from Junction 24 to 36 of the M1 just today there were 2 incidents of lane closure due to vehicle breakdown. Neither vehicle was actually in the live lane, one made it far onto the grass, another into the layby bit, UTTER CHAOS ensued! Overhead lights saying 40mph, all lanes at a standstill and nearly half an hour added to the journey of what would ordinarily take just over an hour. It's not like people use the lanes properly now either. The number of cars in lane 3 at 60mph and no inclination to move left is exhausting. Worse idea and ever.

    This is a horrible idea. An emergency lane needs to be there for emergencies. When things happen on a highway, a driver may need to use the emergency lane to doge an accident, or get a vehicle off the road to avoid one. There is never a good time for the emergency lane to be used as a regular driving lane.

    I see National Highways (or Highways England) still standing behind their terrible decision to remove life-saving hard shoulders and force motorists to park on lorry lanes - solely reliant on fallible 'technology'!

    These are not safe , at 3 am on the a1m sighs say queues ahead but there is no traffic at all , once speed restrictions are set Highways don’t let you know what’s happening or clear any restrictions , yellow safety areas often full on foreign lorries taking a break with curtains drawn , please don’t trust these motorways

      I am ex motorway cop, I was a decent honest one If I say so myself, I only did speeders 95 upwards on follows due to obvious discrepancy they are never 100 percent accurate. With speed device it was always 10mph+1 over the limit so plenty of space for error so if you were doing 52 in a 40 fair cop if you pardon the pun, the +/- 2mph is mathematical con., So you know the risks, My daughter got caught on normal road by van, 39 in 30, she was doing 30.9 and 32 going down a hill, having used the devices for 20 year it was being used way out of safe parameters, this adds on anything from 4-7 mph, I challenged at court, they brought the top barrister and his side kick an ex-cop who was as qualified and an expert as me, they withheld evidence, I now have that undisclosed evidence that proved I was correct, they lied to win the case, the only process now is to appeal and they will rip it 50k up to 500k, I'm thinking of writing a book as a way around it to highlight the con, inside out tv did a programme but they couldnt work out the 6mph overread, I can. Every car at that point (thousands over the years) in Northampton have been unlawfully prosecuted, the police knew as did cps, but they covered up it would have cost millions in compensation, I got fined 2.5k costs and in summing up the barrister said he was asked to win this case by northamptom police?, later refusing to deal with my complaint of perjury bearing in mind the police had the evidence, just a brick wall. solicitors will not touch a speeding fine and advise pay up, of course I would advise the same, motorway ones are done on algorithms. so those lines, the time .3 of a second from first to second line (beam) is the speed, the question is where is it hitting the car, is it the same on first and second?, as its time over distance, the plus or minus 2mph is a mathematical smoke screen that I can prove, its a con? but no one will touch it, my advice is pay the 100 quid, if you can afford a good solicitor and risk a 2.5 k fine which puts people off going to court , You may also get a solicitor to challenge and get you off but if its discontinued the solicitor will cost more than the £100, so catch 22. feel free to contact me, but they will do everything to prove you wrong, They are experts so believed by court your the bad boy speeding and trying to get off? usual bullshit safety excuses you could have killed someone and lie through their back teeth. if there is a good solicitor on here who wants the story and evidence that will blow speeding vans and the +/- 2mph con out the water I am happy to chat. If you do go to court ask for the details of the others around as they are witnesses in your case , they will object hence you need a solicitor, see what speed they were doing. good luck you will need it. hope this helps.

      2:35 Great I dont carry a cell phone with me anymore to be able to ring the emergency number, because the webmasters today, are handicap, they put a gigabyte picture on their website then they use HTML to chop the picture down to a tiny cheap looking Kilobyte picture, as soon as I go near a website all my internet data is gone, These massive gigabyte pictures, mega-pixel pixels chocks up internet (this is why internet today is a lot slower today than the telephone dial up days, about 20 years ago) and it eats up my cell phone data & money, if we went back to telephone dial up days, with slow modems most webpages would take all day to load, nobody would use internet.

    All electronic technology is released with knowledge of problems that need fixing. This is the reason you’re inundated with fixes and upgrades. All this danger and failure could clearly be prevented by not allowing systems to be rushed through. It won’t be though because there’s too much financial clout in the tech companies.

    Hypothetically a genius idea, in reality an absolute disaster for a number of reasons. You have so much panic breaking going on when they see speed limits, which is what causes huge tail backs as well as crashes as it surges back. It also results in drivers who don't obey the rules to drive right up behind drivers who are obeying and pressuring drivers. The same thing happens on the way out of the Dartford Tunnel with the speed limits there. You are pressured by other drivers. If theu activated the speed cameras and camera systems on these smart motorways every day and they were always on, it would generate far too much fine revenue and the population would revolt. It seems they only selectively actually turn them on. Which seems to undermine their very purpose. They need to be gotton rid of and they are not future proof. Apps like Waze, do a far better job of informing the driver of hazards and dangerous broken down vehicles ahead etc.

    1:54 20 seconds!
    So on a congested 4 lane Smart Motorway at ~1800 vehicles per lane per hour, that’s 40 vehicles that could have slammed into the back of the stopped vehicle ( that has nowhere to go because there is no hard shoulder) before the signals even come on!
    Automatic systems such as MIDAS are only effective at preventing secondary incidents ( by slowing traffic) not the primary one, they cannot respond quick enough.
    Looks like some head in the sand thinking and misinformation has been going on here.
    National Highways need to get out into the real world and get back to basics.
    The lawyers acting for the bereaved families are going to have a field day! 😡
