Huh. I usually have to go into source mode to adjust vertical padding in Debian 10, Texmacs 2.1. The vertical padding tag is added but is missing a value and I'm not prompted to provide one in the bottom bar.
I just retried myself with version 2.1 and adjusting the vertical padding works for me both from the icon menu and the main menu. Note however that, depending on your preferences, the prompt might appear on the status bar or in a popup window. Also, you can set the padding for the whole table or for individual cells; it could be that you confused both functionalities. If the problem persists, then you may discuss the issue on our mailing list or forum.

You may try \LaTeX followed by enter. Is that what you are looking for?
Edit -> Paste from -> LaTeX
And vise versa, Edit->Copy to -> LaTeX
