It is the effect of allocating the equity to Maharlika which reduces lending capacity. For a normal bank loans are less than deposits. It is equity that provides the minimum buffer. It is not to repeat 10x loans but 10x equity. Very big difference. The main point is Maharlika will reduce their free equity which will mean a 10x effect for lending available. Not what you are writing.

Basic banking from deposits from which they make loans. The equity which by regulation is around 10% provides the buffer
