I think you misunderstood. ETF outflows signal market bottoms. Outflows show people getting out of the market, which to the mainstream audience would falsely indicate that its a good time to get out. But what Michael says is that in fact it shows fear in the market and can indicate a market bottom i.e. good time to get into the market (in the short term at least)

What you mentioned in your original comment was suggesting that Michael changed his outlook from ETF flows being inverse to complementary, which is not the case. It has always been and still is inverse. Inflows = top (mainstream thinks its gonna continue), outflows = bottom (mainstream thinks it'll continue down). And yes, "retail" (though i dont like that term) are "silly".
