personally i use vicious descent a lot mainly as a mix up tool. Like you said, your opponent vented when you started the wind up, but that has a lot of other applications. Such as when they crit, go in for a aerial attack, or use a horizontal mantra themselves. it works quite well as an actual dodge leading straight into a hit. however, you are correct. as an actual attack tool, it's lackluster. i really do thing it should at least guard break, especially considering bloodrend has little to none of that despite having incredibly powerful guardbreaking talents.

The best case scenario you use this is either after crimson surge/razor blitz or whiff punishing after roll baiting. Both of which aren’t scenarios that are hard to create but are still few and far in between.

Sanguine dive can be used to negate fall damage. You can use it as you are falling off a ledge. Beast burrow can't do that
