Relocating into the same planet (at least system) helps, then you could put Klaa as captain for faster impulse speed (on Botany Bay it's even better) with Stonn as sidecrew. :)
You need to do your dailies. You get 24hours of shields everyday if you complete your dailies. You can also get shields in the alliance store found in the alliance tab in the bottom left corner of your screen. Use alliance credits to buy shields and relocation tokens.

At what level does the station lose the 10 minute shield when attacking?
Never. The ten minute shield is automatic after a base hit.
