Austria was more successful in the Neapolitan War than any wars against Napoleonic France: en.wikipedia.org/wiki/Battle_of_Tolentino
And even after the Napoleonic Wars, although the Austrian army horribly underfunded & suffered defeats, there was still some success: Austria's & Britain's navies saved the Ottomans against Egypt in the Second Ottoman-Egyptian War, Radetzky defeated the Italians in 1848, Austria & Prussia together defeated a Danish army in 1864 (while Prussia was pushed back at Mysunde in the early war days, Austria beat the Danes at Sankelmark at the same time), then challenged and lost to Prussia (also against France in 1859) at Königgrätz due the horribly army funding and inferior weapons, but at the same time won an excellent naval victory at Lissa against a better Italian navy and also pushed the superior Italians back at Custoza (1866), and invaded Bosnia. Of course Austria's military record wasn't as good as Prussia's one, but they still enjoyed some success.

Archduke Charles had a Sun Tzu like approach to war, more of a Go type thinking as opposed to Chess. And with a very pacifist-like shade to it. In his military doctrine he emphasizes winning through demoralising the enemy by outmaneuvering and securing a more strategically favourable position from where to negotiate the enemy's surrender and if necessary the inflicting of just the right amount of damage to hammer home the point. His philosophy was perhaps too passive for Napoleonic times but very viable in modern warfare.

Arch Duke Charles is underrated, literally the only coalition commander to beat Napoleon ‘1 on 1’ with just his own army, and gave him a very hard time even in defeat. France was at her most powerful in 1809 too, it was foolish to sack Charles, he was the first to best Napoleon at his height in a fairly even battle.

No doubt Charles was an excellent commander but he definitely had it easier (in command) than Wellington did during his campaigns.
Wellington had to organize an fight a multinational army, typically only half of which were regular and reliable British troops - the rest were a malaise of dubious troops from other countries, sometimes ones who had recently been allied with Napoleon.
