You need to go [ WooCommerce - Settings - Enable Coupons ] then refresh the page and you will see this option.

@@ΚΤΣΝΚ I found a work around, and decided to send an automatic coupon if they left a review, if they included a picture in the review, the coupon would be a higher discount. Currently on my website, you can only leave reviews during the checkout process. So it ended up working out
