i think the piece that came out the mag was fillers since your state has a limit on how many rounds will fit you can put filler or dummy rounds so it limits the ammo loaded cause legally you can have it to my knowledge as long as its never loaded with over so many rounds thats to what i know though im not from cali so i may be wrong on that rule but
