Yes. For small qubits you can write your own simulator. To mimic the Hilbert space of larger number of qubits requires very large classical systems. The largest simulations done thus far are of the order of 50 qubits on peta scale class machines. Moreover, with a real universal quantum computer we get far more than we could with a classical simulator.
