I built one..i have a 20hp briggs and straton engine on mine..reaches a speed of 75mph top end..engine is bored over for extra horse power,depending on the elevations you are traveling..

Yes, but keep in mind - all depends on transporting your cart. You need space in the car to have those wheels. The wheels are attached to the axle, so you put entire axle with wheels into the car trunk. Plus making larger wheels is difficult. Small wheels - you can weld them, make them from something that resemble railroad wheel shape. Etc. LArge wheels would be heavy and harder to make out of something. Unless you make them from Polyrethane.
The size of wheels doesn't matter on relatively smooth rails. It's just a matter of correct gearing. Larger wheels only help you get over obstacles, which you don't have on rails.

Same in England. They pull up all the track and either gets overgrown or if near a town converted to a cycle track. Honestly it's such a shame.

I think this is the Eagle Mountain rail to the long closed Kaiser steel mine and town. If so. It's in California.
