I don't know what it is with chess streamers these days, but the cheater panic is definitely the moral panic of the community these days. It's like the satanism scare of the 80s, or the MAGA crowd afraid of finding migrant workers hiding behind bushes on their morning walks. What should be absolutely clear is that it is never good sportsmanship to accuse your opponent of cheating just because they do well. It is much worse sportsmanship to accuse your opponent of cheating to large audiences like those watching videos on UA-cam. Honestly, you shouldn't even care whether someone is or not - you play your games and let the platforms find play that violates their terms. Some 1200's will actually do far outside their level - because levels change and people change and you get better ratings by beating people at lower ratings. You should never expect to win a game just because of someone's current rating. You honestly should never expect to win, and should use all losing as learning opportunities, not gross finger pointing opportunities. The same goes for near losses. Just play like a good sport. As a good sportsman, you play your games with the spirit of making it fun for others to play. You don't throw fits when you lose or do poorly. You can beat yourself up as much as you like, but that should never extend to others. Everyone has good games and bad games, but it only stays fun when everyone is making the point about playing the game and not about winning or losing. Those who care more about winning or losing than about playing are the ones who ultimately cheat or otherwise destroy the enjoyment of others around them through behaviors with bad incentives.
Overall agree with you and I didn't conclusively say he was cheating. On the other hand, I'd ask you to consider that there are so many cheaters on chess.com and it is an endemic. Just look at their fair play report and consider how many accounts are banned on a monthly basis. Therefore, seeing an opponent make the best move every six seconds raises eyebrows to say the least, and with that being said I believe my curiosity of whether he's cheating or not is definitely justified.
