One can also say they are victim of something, but they don't have any proof..., so can't give same punishment to who ever files case. That best thing that can be done is, anyone can file case, but the accused will never be bothered, unless there is actual evidence against them. And until the accused is proven guilty, his/her identity must not be disclosed. If anyone(lawyer, judge, police, officer, complainant or complainant relatives...) does violates the privacy they must be punished (like 5years jail).
Please have a dedicated team to have English subtitles for all speeches especially Modi and Amit shah. Many non Hindi speaking Indians especially in the south cannot appreciate the depth in all these speeches.
