The Finnish high command didn't want to fully commit to attacking Leningrad because they figured that Stalin would never forgive them if they did and there would be far worse chance of Finland retaining its independence after the was if Germany lost. Also brutal urban warfare probably didn't sound very appealing either. So they just stopped the offense on the pre-winter war border. Germans wanted them to fully commit but ultimately they were fine with Finland just blocking the Soviet route around lake Ladoga.
There is even a comemorative stone in Leningrad thanking Finns for not attacking. Though Russia might have taken it away because it saw some obvious controversy in recent times ä.

Siege of Leningrad is one of the most unique events in a history of humanity - as a lot historians argue that it was more reasonable to give up city for humanitarian reasons as most of the people inside who were trapped the city died during years of blockade from starvation (try to live on 100gr of bread ration daily lol) and the city's important industry weren't able to export anything to mainland SU anyway, city barely could manage a dangerous winter supply over a frozen lake that were only used in winter and if there are no planes, it was not even enough to supply city with basic food supplies or evacuate citizens out of it anyway. There is famous diary of little girl Tanya, who burried her whole family during blockade but still managed to keep up proper diary and documentation of events, Tanya died during evacuation when plane bombed her truck over ice, as well as most of those who were on that truck, and many other trucks.
