I agree with your sentiments. It would have been good to have a passage for wheelchair access too. From what I understand, the pipes were initially on the seaside (see blue pipes at minute 1:30 in the video)and had to be relocated to the pedestrian walkway.
Why would a qualify civil engineer put an obstruction ( pipeline) in a pedestrian pathway? It's takeaway from the good work. Very happy it's in use now.

As Engineers we find solutions to problems, it could have been embedded or submerged in a concrete slot with cover access.
I suppose your idea is too late at this point.
They should allow lots of vegetation to grow on the bottom side to prevent soil erosion

Just to make it clear…the only political statement in the video was the “Vote Mitchell” written on the house that was falling into the sea.
