Oh...now that you've put it this way I understand your earlier UWI engineers comment. Our thieving politicians feel they are bright. The late Basdeo Panday established GATE, Agricultural Rebates, and the OJT programs with the aim of enriching his cronies. Yes, the common man got some benefit, but not in the vast sums that multi-million dollar UNC backers did. Again, however, governments sign off on corruption.
